The Commission for Social Development recommends to the Economic and Social Council the adoption of the following draft resolution:
 
Preparation for and observance of the twentieth anniversary of the International Year of the Family

 
The Economic and Social Council,
 
Recalling General Assembly resolutions 44/82 of 8 December 1989, 47/237 of 20 September 1993, 50/142 of 21 December 1995, 52/81 of 12 December 1997, 54/124 of 17 December 1999, 56/113 of 19 December 2001, 57/164 of 18 December 2002, 58/15 of 3 December 2003, 59/111 of 6 December 2004, 59/147 of 20 December 2004, 60/133 of 16 December 2005, 62/129 of 18 December 2007 and 64/133 of 18 December 2009 concerning the proclamation of the International Year of the Family and the preparations for, observance of and follow-up to the tenth anniversary of the International Year of the Family,
 
Recognizing that the preparation for and observance of the twentieth anniversary of the International Year of the Family provides a useful opportunity for drawing further attention to the objectives of the Year for increasing cooperation at all levels on family issues and for undertaking concerted actions to strengthen family-centred policies and programmes as part of an integrated comprehensive approach to development,
 
Recognizing also that the follow-up to the International Year of the Family is an integral part of the agenda and of the multi-year programme of work of the Commission for Social Development until 2014,
 
Noting the active role of the United Nations in enhancing international cooperation in family-related issues, particularly in the areas of research and information, including the compilation, analysis and dissemination of data,
 
Noting also the importance of designing, implementing and monitoring family-oriented policies, especially in the areas of poverty eradication, full employment and decent work, work-family balance, social integration and intergenerational solidarity,
 
Recognizing that the overall objectives of the International Year of the Family and its follow-up processes continue to guide national and international efforts to improve family well-being worldwide,
 
Emphasizing that it is necessary to increase coordination of the activities of the United Nations system on family-related issues in order to contribute fully to the effective implementation of the objectives of the International Year of the Family and its follow-up processes,
 
1. Welcomes the report of the Secretary-General on the follow-up to the International Year of the Family and the preparations for the twentieth anniversary of the International Year of the Family1 and the recommendations contained therein;
 
2. Urges Member States to view 2014 as a target year by which concrete efforts will be taken to improve family well-being through the implementation of effective national policies, strategies and programmes;
 
3. Requests the Commission for Social Development to review annually the preparations for the twentieth anniversary of the International Year of the Family as part of its agenda and of its multi-year programme of work until 2014;
 
4. Also requests the Commission for Social Development to consider the following themes to guide the preparations for the twentieth anniversary of the International Year of the Family: (a) poverty eradication: confronting family poverty and social exclusion; (b) full employment and decent work: ensuring work-family balance; (c) social integration: advancing social integration and intergenerational solidarity;
 
5. Invites Member States to consider undertaking activities in preparation for the twentieth anniversary of the International Year of the Family at the national level;
 
6. Encourages Member States to continue their efforts to develop appropriate policies to address family poverty, social exclusion and workfamily balance and share good practices in those areas;
 
7. Encourages United Nations agencies and bodies, including the regional commissions, as well as intergovernmental and non-governmental organizations and research and academic institutions, to work closely with the Department of Economic and Social Affairs of the Secretariat in a coordinated manner on family-related issues, including the upcoming preparations for the twentieth anniversary of the International Year of the Family;
 
8. Encourages the regional commissions, within their respective mandates and resources, to participate in the preparatory process of the twentieth anniversary of the International Year of the Family and to play an active role in facilitating regional cooperation in this regard;
 
9. Invites Member States, non-governmental organizations and academic institutions to support, as appropriate, the preparations for regional meetings in observance of the twentieth anniversary of the International Year of the Family;
 
10. Requests the Secretary-General to submit a report to the General Assembly at its sixty-seventh session through the Commission for Social Development and the Economic and Social Council on the implementation of the present resolution, including a description of the state of preparation for the observance of the twentieth anniversary of the International Year of the Family at all levels.

CELEBRATING THE 10TH ANNIVERSARY OF THE INTERNATIONAL YEAR OF THE FAMILY IN 2004
 
New York, 4 December 2003 - Secretary-General's message on the launch of the observance of the tenth anniversary of the International Year of the Family (2004)
While families have always been the essential social unit in all societies, the observance of the International Year of the Family in 1994 drew worldwide attention to the issue as a fundamental issue of policy. Governments and actors at all levels - local, national, regional and global - were encouraged to support the well-being of families through a range of policies, programmes and strategies. Ten years later, it is time to take stock, and to determine whether the situation of families has improved. This is not necessarily something that can be done at a global level, since the situation of families varies so greatly from country to country. Thus, during this anniversary year, I urge Governments at local and national levels to assess gains, setbacks and obstacles, and to consider what more can be done on issues of direct concern to families, such as poverty, the spread of HIV/AIDS, migration and the ageing of societies. The Secretariat, for its part, has undertaken a study on the situation of families in all regions of the world. Families themselves play a vital role in our work for development and peace. It is my hope that the observance of the tenth anniversary of the International Year will be an occasion when all partners -- Governments, the UN system, non-governmental organizations and private enterprises - come together, reaffirm global commitment to the well-being of families, and work with determination towards that vital goal.

RESOLUTION ADOPTED BY THE GENERAL ASSEMBLY
[on the report of the Third Committee (A/54/595)]
54/124. Follow-up to the International Year of the Family
The General Assembly,
Recalling its resolutions 44/82 of 8 December 1989, 46/92 of 16 December 1991, 47/237 of 20 September 1993, 50/142 of 21 December 1995 and 52/81 of 12 December 1997 concerning the proclamation, preparations for and observance of the International Year of the Family, Recognizing that the basic objective of the follow-up to the International Year of the Family should be to strengthen and support families in performing their societal and developmental functions and to build upon their strengths, in particular at the national and local levels, Noting that the family-related provisions of the outcomes of the world conferences of the 1990s continue to provide policy guidance on ways to strengthen family-centred components of policies and programmes as part of an integrated comprehensive approach to development, Emphasizing that equality between women and men and respect for the rights of all family members is essential to family well-being and to society at large, Noting with concern that the contributions to the United Nations Trust Fund on Family Activities have steadily decreased, reducing its resource base, and that, unless this trend is reversed and the Fund strengthened, many priority concerns relating to family issues will not be met, Having considered the report of the Secretary-General on the follow-up to the International Year of the Family,1
1. Takes note of the report of the Secretary-General 1 and the recommendations contained therein;
2. Invites Governments to continue their actions to build family-friendly societies, inter alia, by promoting the rights of individual family members, in particular gender equality and the rights of the child;
3. Urges Governments to continue to take sustained action at all levels concerning family issues, including studies and applied research, to promote the role of families in development and to develop concrete measures and approaches to address national priorities to deal with family issues;
4. Recommends that all relevant actors, including Governments, research and academic institutions and civil society, contribute to developing strategies and programmes aimed at strengthening the economic and sustainable livelihood of families;
5. Requests the Secretary-General to continue to play an active role in facilitating international cooperation within the framework of the follow-up to the International Year of the Family, to facilitate the exchange of experiences and information among Governments on effective policies and strategies, to facilitate technical assistance, with a focus on least developed and developing countries, and to encourage the organization of subregional and interregional meetings and relevant research;
6. Invites the Commission for Social Development, when adopting its next multi-year programme of work, to consider undertaking a review of the global situation of the family in 2004, bearing in mind that, in different cultural, political and social systems, various forms of the family exist;
7. Requests the Secretary-General to report to the General Assembly at its fifty-sixth session, through the Commission for Social Development and the Economic and Social Council, on the appropriate ways and means to observe the tenth anniversary of the International Year of the Family in 2004.

Core Group for preparations of the 10th Anniversary of IYF
 
Mr. Amr Ghaleb, Officer in Charge of the UN Family Unit, calling the Vienna NGO Committee on the Family the "mid-wife" of IYF, has invited the Committee to be part of a core group to prepare the celebrations of the 10th Anniversary in 2004
 
OBSERVANCE BY THE VIENNA NGO COMMITTEE ON THE FAMILY OF THE 10th ANNIVERSARY OF THE INTERNATIONAL YEAR OF THE FAMILY IN 2004
 
The Vienna NGO Committee on the Family has set up, in agreement with the Department of Economic and Social Affairs of the United Nations (DESA) an Interactive-Internet-Forum, at www.10yearsIYF.orgwith the support of international NGOs, which are in consultative status with the Economic and Social Council of the United Nations (ECOSOC) from over 15 countries in all 5 continents, to discern aspects of contributions of Civil Society Organisations to the well-being of families world-wide and to prepare a report on past and present projects carried out for families since 1994 by each international NGO. The installation of this special website has been partly financed by a donation from the business sector.
 
A sociological analysis of the data gathered in the Forum has been carried out in co-operation with the London Centre of International Relations at Kings College London and has been both posted on the above website and become an integral part of the book entitled: “Documenting Contributions of Civil Society Organisations to the Well-Being of Families”, which was published by the Vienna NGO Committee on the Family, with the support of the United Nations Trust Fund on Family Activities; IN May 2004 and for presentation to the delegations of Member States of the United Nations at a special session of the General Assembly of the United Nations in the second half of 2004.
 
A similarly structured study with family-oriented organisations at the national, local and grass-roots levels, in Eastern African (EAC) and Central and Eastern European Countries (CEEC) has also been carried out, under the Chairmanship of the Vienna NGO Committee on the Family, harnessing the technology of the world-wide-web, to highlight the 10th Anniversary of IYF in 2004. This study of the contributions of over 160 Civil Society Organisations incorporates the networks within EA and CEE Countries as part of the website of the Vienna NGO Committee on the Family at: www.viennafamilycommittee.org
 
A sociological analysis has also been carried out with this data, which will further enable a beneficial and complimentary comparison of the contributions of an international network of INGOs, with networks in two continents, based primarily on local and national organisations.
 
To highlight both the 10th Anniversary of IYF and the International Day of Families in May 2004 a 10th International Seminar, in a series of International Seminars, organised by the Vienna NGO Committee on the Family, since its inception in 1985, entitled: ‘Civil Society Organisations Networking’ Interactive-Internet-Forums has been convened in May 2004, with participating INGOs of the Forums, including experts on interactive-networking to both deepen the efficacy of the Forums, from which the various networks established by the Committee should also benefit.
 
A report of the proceedings of this 10th International Seminar is in preparation.
 
The 9th International Seminar on: "Compatibility of Family and Business Life", with participants from 19 countries in four continents, was held at the Vienna International Centre of the United Nations, in co-operation with the Austrian Federal Government, in May 2003 to celebrate the 9th International Day of Families and highlight the preparations for the 10th anniversary of IYF in 2004. A final report of the seminar has been published in a special issue of 'Families International’ and is available on the website.
 
The Committee prepared and submitted an INGO Statement, signed by INGOS in consultative status with ECOSOC, to the 42nd Session of the Commission for Social Development of the United Nations in February 2004 and an oral statement was made by the Chairperson of the Committee, further highlighting issues relevant to the 10th anniversary.
 
The website of the Committee, and a world-wide e-mail address-data-bank, facilitate the distribution of; (a) updates on the preparations for the 10th anniversary of IYF, (b) forwarding the message of the Secretary-General of the United Nations on the International Day of Families each year, (c) relevant resolutions of the Commission for Social Development pertaining to 2004.
